( tiffany ) and happening today... a 'flex power alert' has been issued... the increase in people using air conditioners is expected to strain california's power grid. the alert will be in effect from 1:00- in the afternoon ... to 10:00 at night. people are being asked to conserve as much power as possible between those hours. state officials recommend setting your air conditioners to 78- degrees... and avoid using

( tiffany ) the heat will have an impact on some schools. all public schools in novato will be letting students out early today ... because of the heat. they will be running on a minimum day schedule. and the san ramon valley school district says, it is canceling athletic events because of the heat... that includes all games and practices. ( james ) and in fairfield -- a park and a couple open spaces are closed because of the heat and fire risk. rockville hills regional park... spy glass open space... and the serpas ranch-rolling hills open space are all closed from now through at least tuesday morning... those closures could be extended depending on the weather. ( tiffany ) also happening today... local health officials are warning about unhealthy levels of pollution. a spare the air alert has been issued for the second day in a row. and you have probably seen the hazy skies -- they are being caused - in part by wildfires burning in northern california. this was the view from grizzly peak in berkeley.( james ) here's a map from cal fire - showing the nearly 75 active fires burning across the state. anything with a red flame is an active fire..... if it's gray, the fire is out or fully contained. ( tiffany ) and here's a look at one of the largest fires burning right now. the ponderosa fire started three days ago in butte county - just east of oroville... and it's already burned almost a dozen homes...and 35-hundred acres.

it is 30% contained this morning. ( james ) and the smoke from these fires began drifting into the far east bay yesterday morning. but as the day progressed it worked its way through the bay area. these are images from all across the bay area yesterday. people we spoke with saying they were surprised by what they saw. ( james ) bay area police stations say they received several calls from people reporting fires. the closest fire burning to the bay area is the ponderosa fire burning in butte county... more than 150 miles away. (tiffany) and happening now police are on the scene of a shooting in oakland. this picture was tweeted out

by the oakland police department. this is on 64th avenue. police have not released any other information but they are asking people to avoid the area. (tiffany) one week after hurricane harvey slammed into southeastern texas rescue missions continue as thousands remain in shelters. the death toll this morning is up to 47.. but that number is expected to rise. ( james ) this, as a variety of new threats are emerging in the storm's wake. omar jimenez has the latest. while the skies above southeast texas have cleared other dangers are emerging. rising flood waters remains a major challenge as rescue missions continue in some of the hardest hit areas.nats more than 72,000 people have been rescued so far... according to officials.flooded water pumps have left the city of beaumont without clean water... one hospital had to evacuate.voice of marcus mclellan/ jefferson county sheriff's office: it's not hygienic, it's not functional for hospital care. so they're getting those individuals out of there so they can continue with medical care."a mandatory evacuation for most of orange

home, local businesses are finding ways to pitch in and help texans affected by the disaster. chronicle books in san francisco held a bake sale yesterday at their headquarters in the south of market neighborhood. more than 26-hundred dollars made it into the donation jar. chronicle books says it will match that amount. that means nearly 52-hundred dollars will be split between the red cross and the hurricane harvey relief fund. employees at the publishing company say they have been doing this for natural disasters for years. ( tiffany ) on monday, the owners of 'kit tea', the hayes valley cat cafe will donate half the day's proceeds to 'austin pets alive'. it is an animal rescue foundation. and

next wednesday, wes-burger on mission street will hold a barbecue. the tickets are $25 dollars each...and the money will go to food banks in flooded areas. ( tiffany ) many people have been making donations of ten dollars to the red cross -- by text... but there were so many donations that the text donation system has crashed. so instead -- the red cross is asking people to to donate through there website. you can find a link at kron 4 dot com. ( james ) police arrested the woman accused of stabbing a man at a senior housing complex in san rafael. 26-year-old unique gaimes was arrested yesterday. police say, a 66-year-old man invited her to his home on tuesday night. then, early wednesday morning, police say, she stabbed him in his bedroom without being provoked. witnesses called police after hearing the man screaming in pain. the man had wounds to his face... neck... head and chest. investigators say, gaimes knew the man for more than five- years. county deputies and one former deputy are arrested and accused of mistreating inmates at the santa rita jail in dublin. they have been identified as sarah krause and justin linn.... as well as.... erik mcdermott and stephen sarcos. the alameda county sheriff's office says, among other crimes, the deputies are accused of allowing an inmate to throw feces and urine at other inmates. three of the four people arrested are on administrative leave.. and stephen sarcos has resigned. they all face multiple charges for incidents dating back to the fall of 20- 16. ( tiffany ) happening now... as texas deals with the aftermath of hurricane harvey... another powerful storm is forming in the atlantic. hurricane irma has strengthened to a category three hurricane with winds of up to 115 miles per hour. now scientists say it is expected to strengthen to a category 4 storm before it his the caribbean next week and possibly make its way to the east coast. meteorologists say it is difficult to predict where irma will go after it hits the caribbean but they say it could hit north and south carolina by the end of next week. ( james ) a warning if you are heading to tahoe for the holiday weekend.... more toxic algae was discovered in

waterways off lake tahoe. the algae found in recent weeks caused water officials to post signs warning people to stay away from the water in tahoe keys. geologists say a combination of warm temperatures, sunlight and nutrient- rich water can cause a rapid growth of toxic algae. the algae's toxins can cause illness in both people and animals. back in june two dogs died due to toxic algae after swimming at a pond in napa. ( james ) we are also learning new information about the people accused of killing a sacramento sheriff's deputy. robert french was shot and killed wednesday near a sacramento county motel. both suspected shooters are from the bay area.(tiffany) ben deci has more on what we are learning about one of the accused killers. tommy little cloud doesn't come from the kind of family you might expect for an accused cop killer.sot - "all the kids hear the same things, the same values, the same principles growing up... some them don't hear it." natshe

grew up here... in this castro valley neighborhood...in the kind of family that would put their home on the line to help... specifically this home... put up by little cloud's step mother to bail him out of federal custody after his 2015 arrest on id theft, drug, and weapons charges.according to court documents, there was plea bargain in his case... but when it came time to finalize the deal, little cloud just disappeared.so federal prosecutors were going after the family home, looking for $100,000 because they say his stepmother couldn't tell them where little cloud was while they were áquoteá enduring the cost of finding him.alesia stroud lives next door and watched tommy little cloud's parent try, she says, to raise him right.sot - alesia stroud/neighbor "i understand her as a mom. of course, you don't want anybody to hold your child against their will

(tiffany) people are being evacuated after a wildfire broke out in trinity county near the town of helena. the fire has burned about five-thousand acres and is at zero-percent containment. it started wednesday near the town of helena, west of weaverville along highway 299. it is currently burning on both sides of the trinity

river. trinity county sheriff's office issued an evacuation order for people between helena and oregon mountain summit. the cause of the fire is under investigation. burglaries and other crimes. the department announced that they well be increasing the number of officers on foot and bicycle patrol. in order to fill these positions officers will be taken from other departments including narcotics. s-f-p-d says the increased visibility of uniformed officers is expected to help prevent vehicle burglaries. which have increased 28 percent over the past year. ( james ) heat exhaustion is a real worry this week as the temperatures continue to soar well over the 100 degree mark.(tiffany) kron four's terisa estacio talked to medical experts about how to prevent heat exhaustion.. emergency personnel here at valley care in pleasanton are worried they may get busy treating patients for heat exhaustion, on this hot day. some groups are more suspectible then others but with these these extreme conditions, it is certainly possible for anyone to be strickend. (estacio reporting) as the sun beats down on bay area residents - a growing concern amoung medical personnel. dr. edward kan/valley care "we have to watch out for people getting heat exhaustion. there are people who are more vulnerable, elderly and disabled. dr edward kan at

valley care in pleasanton met with me to discuss heat exhaustion - what to look for, and how to deal with it. dr. kan. "people start looking bad, dizzy, muscle cramps, dehydrated. he says most of the time - stepping in and getting someone cooled down is key. dr. kan. get them inside, and get them towels to cool down and drink cool liquids. as for seeking medical care. dr. kan. if it lasts and person not better then get medical help. he says preventing heat exhaustion is the best defense in this heat. he recommends going inside where there is air conditioning, whether that is a mall, a library or a designated cooling center is key. and for those more vulnerable. it is important to check in with them frequently and take of yourself as well. dr. kan. stay in the shade, keep yourself hydrated. the degree of this heat and not something we are all used to so we need to be mindful about that.

storm. the company has increased crews for the next few days and has stocked up on power transformers. even with the extra crews, officials say the power grid will probably fail with temperatures approaching triple digits. officials say the reason is because transformers are being stranined to much.(tiffany) however p-g&e offcials say it's ok to use your air conditioner this weekend. but save some power and save the laundry until saturday morning. ( james ) despite sunshine in houston and some water receding, houston's police chief is telling residents who evacuated not to go home. live wires and infrastructure issues are still present threats.(tiffany) gov. greg abbott said "the worst is not yet over for southeast texas." meantime, the entire city of port arthur is underwater and police are asking for volunteers with boats. kristen holmes has more. it's been six days since hurricane harvey made landfall in texas...and rescue efforts continue across much of the devastated areahelicopters canvassing the beaumont, texas thursday -- for those still trapped-- rescue nat --in some areas, the floods waters have begun to recede,allowing crews to conduct door to door searches...and some residents have been able to return home

( james ) people paying respects to their family members at the cementary are encountering a unexpected problem.(tiffany) kron 4's stanley roberts shows us on this edition of people behaving badly. on mission road in colma sits a lady sitting on the curb on her smart phone, with her dog close by then the dog wanders off and sniffs a tree, normal dog behavior nats ambiance then moments later a dog does what dogs do best ..while the owners watches but make no effort to clean it up she just sits there .. then she gets up loads the dog in the car . walks around to the drivers side and off she goes oh, i almost forget to mention the grassy area where

( james ) the annoucement from harris comes as republican governor john kasich and democratic governor john hickenlooper released their own plan to stabilize the health insurance markets. kasich and hickenlooper spoke out against efforts to repeal obamacare earlier this year. and promised to develop a better plan of their own. the plan keeps the obamacare requirement that everyone must buy health insurance. but it gives states the option to waive the individual mandate if states can create an insurance system that meets certain standards.

announced the ban over concerns over the detention of americans who travel there. earlier this year, otto warmbier, a u-s citizen was sent baclk to america in a coma after spending more than a year imprisoned in north korea. he would die shortly after arriving back in the states. before u-s officials strongly warned americans against traveling to north korea. americans who travel there typically travel from china. there several tour groups market trips to the country. (tiffany) experts also advise that you keep your phone out of the bathroom.

broke out in trinity county near the town of helena. the fire has burned about five-thousand acres and is at zero-percent containment. it started wednesday near the town of helena, west of weaverville along highway 299. it is currently burning on both sides of the trinity river. trinity county sheriff's office issued an evacuation order for people between helena and oregon mountain summit. the cause of the fire is under investigation. ( darya ) its been one week since hurricane harvey slammed into southeastern texas and rescue missions continue as thousands remain in shelters. the death toll this morning is up to 47.. but that number is expected to rise. (tiffany) omar jimenez is in richmond, texas with the latest. while the skies above southeast texas have cleared other dangers are emerging. rising flood waters remains a major challenge as rescue missions continue in some of the hardest hit areas.nats more than 72,000 people have been rescued so far...

soar well over the 100 degree mark.(tiffany) kron four's terisa estacio talked to medical experts about how to prevent heat exhaustion.. emergency personnel here at valley care in pleasanton are worried they may get busy treating patients for heat exhaustion, on this hot day. some groups are more suspectible then others but with these these extreme conditions, it is certainly possible for anyone to be strickend. (estacio reporting) as the sun beats down on bay area residents - a growing concern amoung medical personnel. dr. edward kan/valley care "we have to watch out for people getting heat exhaustion. there are people who are more vulnerable, elderly and disabled. dr edward kan at valley care in pleasanton met with me to discuss heat exhaustion - what to look for, and how to deal with it. dr. kan. "people start looking bad, dizzy, muscle cramps, dehydrated. he says most of the time - stepping in and getting someone cooled down is key. dr. kan. get them inside, and get them towels to cool down and drink cool liquids. as for seeking medical care. dr. kan. if it lasts and person not better then get medical help. he says

preventing heat exhaustion is the best defense in this heat. he recommends going inside where there is air conditioning, whether that is a mall, a library or a designated cooling center is key. and for those more vulnerable. it is important to check in with them frequently and take of yourself as well. dr. kan. stay in the shade, keep yourself hydrated. the degree of this heat and not something we are all used to so we need to be mindful about that. are heading to tahoe for the holiday weekend.... more toxic algae was discovered in waterways off lake tahoe. the algae found in recent weeks caused water officials to post signs warning people to stay away from the water in tahoe keys. geologists say a combination of warm temperatures, sunlight and nutrient- rich water can cause a rapid growth of toxic algae. the algae's toxins can cause illness in both people and animals. back in june two dogs died due to toxic algae after swimming at a pond in napa. ( tiffany ) three alameda county deputies and one former deputy are arrested and accused of mistreating inmates at the santa rita jail in dublin. they have been identified as sarah krause and justin linn. as well as erik mcdermott and stephen sarcos. the alameda county sheriff's office says the deputies are accused of allowing an inmate to throw feces and urine at other inmates. three of the four people arrested are on

( tiffany ) another setback in u-s and russian relations. this after the u-s state department announced it has ordered the closure of the russian consulate general in san francisco. two russian annexes in washington d-c and new york were ordered to close as well. the state department says this is being done in retalition for russia forcing america to cut

its diplomatic staff in moscow by 755 earlier this year. people looking to renew their russian passports in san francisco were shocked by the news. ( darya ) bay area police stations say they received several calls from people reporting fires. the closest fire burning to the bay area is the ponderosa fire burning in butte county... more than 150 miles away. (tiffany) people are being evacuated after a wildfire broke out in trinity county near the town of helena. the fire has burned about

five-thousand acres and is at zero-percent containment. it started wednesday near the town of helena, west of weaverville along highway 299. it is currently burning on both sides of the trinity river. trinity county sheriff's office issued an evacuation order for people between helena and oregon mountain summit. the cause of the fire is under investigation. ( tiffany ) here in the bay area, local businesses are finding ways to pitch in and help texans affected by the disaster. chronicle books in san francisco held a bake sale yesterday at their headquarters in the south of market neighborhood. more than 26-hundred dollars made it into the donation jar. because chronicle books says it will match that amount. that means nearly 52-hundred dollars will be split between the red cross and the hurricane harvey relief fund. employees at the publishing company say they have been doing this for natural disasters for years. ( tiffany ) on monday, the owners of 'kit tea', the hayes valley cat cafe will donate half the

day's proceeds to 'austin pets alive'. it is an animal rescue foundation. and next wednesday, wes-burger on mission street will hold a barbecue. the tickets are $25 dollars each...and the money will go to food banks in flooded areas. ( darya ) we now know the identity of the bay area man accused of killing a sacramento sheriff's deputy. he has been identified as thomas little-cloud of castro valley. police say he has a criminal past. he was arrested back in 2015 for identity theft as well as

drugs and weapons charges. littlecloud is in critical condition after getting into a shootout with police. investigators say he used an assault weapon to shoot officers who came into his room at a sacramento county motel. he went onto a balcony to escape when he got into a shootout with police killing sacramento sheriff's deputy bob french. littlecloud was able to get into a car, but crashed and got into another shootout. ( tiffany ) and a reminder... happening tomorrow there will be a closure on the bay bridge and it could cause a traffic nightmare. crews will be removing parts of the old bridge. the work will cause traffic delays between 10am and noon tomorrow. thirteen concrete islands will be destroyed in a series of implosions over six weekend days. those implosions start this saturday and will continue through november. tomorrow... caltrans will close the eastbound lanes of the bay bridge for 30 minutes. there is no set time for the closures. caltrans says it will depend on the conditions of the bay. ( tiffany ) and a major bart closure this weekend.

coast, as well. highs at the coast are forecast to range from the 80s to mid 90s, while highs across inland areas will range from the upper 90s to 110. some of the hottest inland locations may even see highs up around 115. these temperatures will be the hottest of the year so far and this heat wave will also likely be the most intense our area has seen since late july 2006. heat advisories are in effect for coastal areas today through saturday, while excessive heat warnings are in effect for all inland areas until monday night. cooling will begin on sunday, especially near the coast, but very warm to hot weather will continue inland through the end of the holiday weekend.

in pleasanton are worried they may get busy treating patients for heat exhaustion, on this hot day. some groups are more suspectible then others but with these these extreme conditions, it is certainly possible for anyone to be strickend. (estacio reporting) as the sun beats down on bay area residents - a growing concern amoung medical personnel. dr. edward kan/valley care "we have to watch out for people getting heat exhaustion. there are people who are more vulnerable, elderly and disabled. dr edward kan at valley care in pleasanton met with me to discuss heat exhaustion - what to look for, and how to deal with it. dr. kan. "people start looking bad, dizzy, muscle cramps, dehydrated. he says most of the time - stepping in and getting someone cooled down is key. dr. kan. get them inside, and get them towels to cool down and drink cool liquids. as for seeking medical care. dr. kan. if it lasts and person not better then get medical help. he says preventing heat exhaustion is the best defense in this heat. he recommends going inside where there is air conditioning, whether that is a mall, a library or a designated cooling center is key. and for those more vulnerable. it is important to check in with them frequently and take of yourself as well. dr. kan. stay in the shade, keep yourself

( darya ) police arrested the woman accused of stabbing a man at a senior housing complex in san rafael. 26-year-old unique gaimes was arrested yesterday. police say a 66-year-old man invited her to his home on tuesday night. then early wednesday morning she stabbed him in his bedroom without being provoked. witnesses called police after hearing the man screaming in pain. the man had wounds to his face...head and chest. investigators say gaimes knew the man for more than five- years. ( tiffany ) three alameda county deputies and one former deputy are arrested and accused of mistreating inmates at the santa rita jail in dublin. they have been identified as sarah krause and

justin linn. as well as erik mcdermott and stephen sarcos. the alameda county sheriff's office says the deputies are accused of allowing an inmate to throw feces and urine at other inmates. three of the four people arrested are on administrative leave and stephen sarcos has resigned. they all face multiple charges for incidents dating back to the fall of 20-16.
